Vlore, Albania’s second port city, is transforming its Adriatic waterfront into a new cultural and residential district. At the heart of this change stands the Vlore Beach Tower, designed by Oppenheim Architecture, a high-rise set to reshape the city’s skyline. The building rises between the city’s Ottoman-era streets, the protected Soda Forest, and a planned marina, marking a new chapter in the city’s shoreline development.

Redefining Vlore’s Skyline with a Modern Coastal Landmark

The Vlore Beach Tower rises twenty-one stories on a prominent corner of Albania’s Adriatic coast, where the historic streets, the new marina, and the coastal boulevard converge. Its placement anchors the Lungomare promenade, the pedestrian route that ties the city’s urban fabric to the shoreline. The tower acts as a gateway, mediating between the scale of the boulevard and a new vertical rhythm on the skyline.

Masterplan Inspired by Albanian Nukli concept

The Vlore Beach Urban Development masterplan takes inspiration from the Albanian concept of the Nukli, clusters of interconnected buildings that reflect the organic growth of traditional villages. Instead of a rigid grid, the plan introduces a flexible layout that encourages movement between smaller volumes and open courtyards.

At the centre, a public promenade stretches from the boulevard to the sea, lined with shops, leisure spots, and gathering areas that reconnect the city with the waterfront. The Vlore Beach Tower rises along this axis, its red concrete giving the building a striking presence on the skyline.

Creating Vibrant Urban Spaces in Vlore’s Waterfront District

At street level, the tower engages directly with the city. Its podium is cut to form shaded plazas, open passages, and public gathering spaces, creating a porous edge that connects building and boulevard. An LED wall in the facade displays digital art, community stories, and light installations, turning the base into a glowing landmark at night.

The tower’s facades are finished in bush-hammered concrete with warm red tones, reflecting the region’s mineral-rich landscapes. Windows reinterpret traditional Albanian forms in modern proportions, framing Adriatic views while managing light and privacy.

Redefining Coastal Lifestyle with Luxury Apartments

The Beach Tower is primarily residential, offering 107 units that range from compact one-bedrooms to spacious duplex penthouses. Designs emphasise coastal living, with natural light, sea breezes, and open-air spaces shaping daily life. The uppermost floor serves as a private sanctuary, while a rooftop bar provides panoramic views of the city and sea, becoming a shared social landmark.

Continuous loggias extend the apartments outward, framing horizon views while softening the line between interior and exterior. This approach keeps residents connected to the changing conditions of the Adriatic coast. The podium, civic promenade, and skyline presence integrate the building into everyday urban life while reflecting local heritage in a contemporary form.

The design incorporates natural ventilation, daylighting, and open circulation to limit reliance on mechanical systems. Public access to the seafront remains open, keeping the coastline a shared space rather than a privatised area.

Vlore Beach Tower as Urban Catalyst

As Vlore positions itself as a modern coastal hub, the Vlore Beach Tower acts as both a landmark and an urban catalyst. It connects Ottoman-era streets, protected forests, and the new marina into a cohesive urban framework. The project is expected to attract tourism, increase demand for luxury residential living, and define a renewed city skyline.

Oppenheim Architecture’s design rethinks the high-rise. The tower anchors Vlore’s waterfront, frames the Adriatic horizon, and connects the city to its coastline and future development..At the intersection of heritage, landscape, and contemporary design, the Vlore Beach Tower marks a new chapter for the city, showing how architecture can define place and shape experience.
